Hidden Costs of Pre-Construction: The Complete Breakdown for Buyers

The listed price of a pre-construction unit is rarely what you pay at closing. First-time buyers are often shocked by the final number. This guide breaks down every extra cost you're likely to face, with links to official sources so you can verify and plan accordingly.

Development Charges (Levies)

Municipalities charge developers for infrastructure—roads, parks, transit, water, and sewer. Under the Development Charges Act, these costs are often passed to buyers as "development charges" or "levies." They can add $15,000 to $50,000 or more to your closing bill, depending on unit size and municipality. The Ontario government publishes guidance on how these charges work.

The Globe and Mail has reported on rising development charges in the GTA as cities invest in transit and amenities. Some developers offer "capped" or "fixed" levies in their marketing—always confirm in writing.

Land Transfer Tax

Ontario and Toronto both levy land transfer tax on property purchases. The provincial rate is tiered; Toronto adds its own municipal tax on top. First-time buyers may qualify for rebates. Check the Ontario Ministry of Finance and City of Toronto for current rules and rebate amounts.

Tarion Enrolment Fee

The Tarion warranty enrolment fee is typically a few hundred dollars and is due at closing. It's mandatory for all new homes in Ontario and covers your warranty registration.

Legal Fees and Adjustments

Budget 1.5% to 2% of the purchase price for legal fees, title insurance, and closing adjustments (e.g., property taxes, common element fees prorated to closing). The Law Society of Ontario provides resources for finding a real estate lawyer.

Rule of Thumb

Set aside 2% to 4% of the purchase price for closing costs. For a $700,000 unit, that's $14,000 to $28,000. View our project listings and factor this into your planning from day one.
